The meeting was called to order at 1:08 pm.

The minutes from the July 15, 2009, Board Meeting were read and a motion to accept was made and seconded that the minutes be approved.

Present at the Board Meeting were guests Jeff and Dianne M. Jeff and Dianne M. had requested a meeting with the Board to discuss the issue of a parking of a utility trailer. The M’s presented their concerns and issues and the Board expressed their concerns, issues and referenced the CC&R’s. A clearer understanding on what had occurred and an agreement that the utility trailer would not be parked for an extended period of time, both parties were satisfied.

The first area open for discussion was the issue of Open Invoices as of May 14, 2009. The
following information was provided:

  • There are 4 home owners that are still outstanding on Association Fees ($2,394.76).
  • There are 1 home owners that have an approved Payment Plan ($125.35).
  • There are 7 homes that are in Foreclosure, Bankruptcy or are in default and are currently in court proceedings ($9,554.79).

MGM has been instructed to continue with current policy and procedures already in place.

Went over the ‘To Do List’ of outstanding issues:

  • On property XXXXXXXXXXXXXXXXX. Send second demand letter requesting Association Fee’s to be paid in full or when payment can be expected. Letter sent to home owner on 7/28/09.
  • Request City of Meridian to check current billing of Trash, Sewer and Water for billing accuracy. City of Meridian was contacted and it was determined that the increase in usage for water was do to the need to drain and refill the pool when the drains needed to be cerified for conpliance.
  • Board Policy for Barking Dogs. Dwight is still working on this Board Policy.

New ‘To Do List’ issues:

  • For property XXXXXXXXXXXXXXXXX., please advise the Board in two (2) weeks the status of possible sale of property. If no additional information continue the process with the attorney.
  • MGM is to look into if we ever got our refund from Security Group.
  • The balance in the pool account ($4,060.05) shows an amount with .05 cents. How can that be?
  • Board Policy for Barking Dogs.
    An internal policy for the Baldwin Park Homeowners Association is still in the process in regards to barking dogs. Dwight Tovey to propose such a policy at a future Board Meeting.

The Board along with MGM Management, have established a special phone number (287-4027) that was posted in the pool area for home owners to use. This should help when there is a need for a response from one of the Pool Committee Members, Meridian Police Department and/or a Board Member.

Pool will be closed September 08,2009.

Dwight made a motion to the Board regarding the final draft of an internal enforcement policy in regards to vehicle parking and Storage. The document was reviewed by the remaining Board Members and a vote was taken to adopt this policy by all Board members present.

Next Board Meeting will be held on September 16, 2009, at 1:00 pm in the MGM Management office.

The meeting was adjourned at 3:05 pm.
